The future of Memphis takes shape in its neighborhoods. When families don’t have quality and accessible housing options, the effects reach beyond any one address: families lose stability, businesses lose customers, and communities lose investment. Memphis has lost population, rents and home values have risen faster than incomes, and household sizes are smaller, yet the demand for more homes persists.
Creating 10,000 new and restored units by 2030 is one measurable part of the response. Alongside protecting existing homes and expanding affordability, the goal is to create more choices. Whether it’s a first apartment, room for a growing family, or someone ready to downsize, the goal is to strengthen the neighborhoods Memphians call home.

The goal tracks completed housing units through new construction or rehabilitation. The count measures units inside Memphis city limits from January 1, 2024, through December 31, 2030. Qualifying units include affordable and market-rate development.

The goal includes both affordable and market-rate homes, expanding quality housing choices for residents across income levels. Subsidized affordable units are captured and reported as part of the production data.

New dwelling units with completed permits, including new construction, accessory dwelling units, rebuilt homes, and eligible conversions qualify toward the goal. Rehabilitation includes units returned from uninhabitable to livable condition.

Although preservation is key to maintaining the existing housing stock, renovations, repairs and upgrades to livable units do not qualify toward the goal.

Units are counted toward the goal once they reach completion status in the permitting system.
